Do scheduled refreshes cost credits?

Yes — a refresh is a query execution. Viewing the resulting dashboard does not.

What happens if a scheduled query fails?

It exits nonzero with an error identifying the stage. The previous dashboard result stays in place rather than being replaced with a blank.
